Artificial Intelligence Assistants Provide ‘Unreliable and Biased’ Voting Advice, States Dutch Watchdog

AI chatbots have been shown to be “inaccurate and evidently prejudiced” when providing election recommendations, the Dutch data protection authority (AP) has reported, raising alarms about a potential threat to democratic processes just eight days before national elections.

Testing Reveals Repeated Partiality in Chatbot Recommendations

The four chatbots evaluated by the authority “often end up with the same two parties”, regardless of the voter’s inquiry or input, the regulator explained in a analysis published ahead of the late October vote.

In more than half of the cases, the chatbot suggested either the far-right Freedom party (PVV) of Geert Wilders or the leftwing GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.

Certain groups, such as the moderate CDA, “are rarely ever cited”, despite the fact that the voter’s query exactly matches the stances of these parties, the report indicated.

Authority Figure Cautions Against Using AI Chatbots for Voting Guidance

The vice-chair of the data protection agency, the official Monique Verdier, commented that while AI assistants appear to be smart resources, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a political group that did not necessarily align with their ideological beliefs, she emphasized.

“This immediately affects a fundamental pillar of democracy: the integrity of free and fair elections,” Verdier stated. “We therefore warn against using AI chatbots for voting advice, as their functioning is opaque and difficult to verify.”

Election Context and Political Landscape

The Dutch head to the polls on 29 October in an election that will be closely watched across the continent for the performance of the Freedom party.

The far-right party of Wilders is leading the polls but the lead over the left-wing and centre-right parties seems to be closing, with many voters yet to make up their minds.

Every significant political faction have rejected a coalition with the Freedom party, meaning the runner-up party is highly probable to provide the next prime minister.

Unintentional Bias Attributed to Chatbot Functioning

The AP stressed that the bots were not deliberately biased, and that their “identified shortcomings” are a consequence of the way AI chatbots operate.
