Experts Detect Russian Fear Campaign Targeting Tomahawk Deployment

The Kremlin is conducting a “reflexive control” campaign of intimidations to discourage the US from providing precision-guided weapons to Kyiv, according to defense experts. A high-ranking legislator declared: “We are familiar with these weapons very well, how they fly, defensive countermeasures, we encountered them in Middle East operations, so it presents no surprises. The providers and the deploying forces will face consequences … We will find ways to hurt those who create problems for us.”

Ukraine's Counteroffensive Progress

Ukrainian forces were causing significant casualties in a military operation in eastern Donetsk region, the primary conflict zone, Ukraine's leader said on midweek. Kyiv's report, derived from a briefing from his senior military officer, contrasted with the Russian president's address to senior Russian officers a prior day in which he asserted Russian troops possessed the strategic initiative in every combat zone.

Based on evaluation dated the beginning of October, military analysts said Russia was incurring heavy casualty rates, particularly from unmanned aerial vehicle assaults, in exchange for small operational progress. Ukrainian forces, the president stated, were “maintaining our defense along various sectors”, mentioning particularly Kupiansk, a heavily damaged urban area in the northeastern front under sustained offensive operations for an extended period.

Area Conditions

The regional governor in Ukraine's southern region of southern Kherson said offensive operations on midweek killed three people in and around the urban center of Kherson city. The governor of Sumy region, on the border area with Russia, said three individuals were killed in UAV assaults in various areas. Kyiv's air command said it intercepted or jammed most of the Russian strike and decoy drones during the night.

A Russian attack significantly harmed critical infrastructure, officials reported on midweek. Facility personnel were injured in the attack, according to power utility representatives. They provided minimal specifics, about the site's whereabouts, but government officials said attacks targeted power facilities in northern Ukraine, southern Ukraine and eastern Ukraine.

Civilian Effects

In the north-eastern Sumy town of northeastern Ukraine, significantly damaged by the offensive operations against the energy infrastructure, officials have created emergency spaces where residents may warm up, access hot drinks, power electronic devices and access mental health services, according to local official.

International Reactions

The Ukrainian diplomat to the North Atlantic Treaty Organization on midweek urged European allies to increase acquisitions of US weapons for Kyiv. “The situation isn't that we prefer US equipment instead of French or German or some other European weapons – the reality is that we require the US for weapons which European countries are unable to supply,” said the ambassador.

Germany's national police will shortly receive authorization to neutralize drones, government official said on midweek, after a spate of UAV observations suspected as foreign operations to spy and intimidate. Announcing legal changes, the official said police would be authorized “to take sophisticated countermeasures against UAV risks, such as electronic countermeasures, electronic interference, satellite signal blocking, but also with direct interception”.

European Defense Challenges

European Commission President declared on Wednesday that EU nations need to ramp up its security measures to respond to complex threat operations in response to air incursions, computer network operations and marine communications interference. “This doesn't represent isolated incidents. They constitute a coherent and escalating campaign,” the representative said in a presentation to the European lawmakers. “Two incidents are random chance, but multiple, repeated, numerous – that represents a intentional and focused grey zone campaign against Europe, and European countries should answer.”

Displacement Conditions

The Swiss government has extended its refugee protection offered to displaced Ukrainians to at least early 2027. Humanitarian status, which allows people to leave the country as well as work in Switzerland, is generally limited to a single year but can be renewed. “This determination shows the persistent dangerous conditions and ongoing military actions across significant Ukrainian territory,” said a Swiss government statement. “Despite international peace efforts, a enduring resolution that would permit protected homecoming is not expected in the coming years.”
